From what I see in the poor pictures is an entry level road bicycle that is certainly worth $35.00. You can probably clean it up, making it road worthy and safe to ride, for very little cash outlay, providing that you don't start spending money to pretty the bike up. Just get it going, ride it and then decide if it warrants more cash investment.
Personally, I would not spend much on the bike since the money will be lost should you ever choose to sell it. The bike is not highly sought after but should offer a fun, recreational ride quality, a ride quality, incidentally, that I appreciate just as much as the ride offered by high end racing bicycles.
