For a late 50's or 60's bike this type of stay end treatment is in no way impossible. I have seen a few that look like this (however all with eyelets). Remember that Cinelli was still using quite a bit of Reynolds tubing back then and Reynolds supplied preformed, pre-notched stays.
I was thinking more the quality of the treatment. The seatstay transition looks fairly well defined, but the chainstay transition almost looks Schwinn-Paramount-ish. Just doesn't look consistent to my eyes.
