I picked up a Wheeler a few months ago and also found some Euro basis for them, though my frame seems made in Japan. It's an odd frame - straight gauge cro-mo tubing, heavier than you'd expect, with some odd touches like internal routing and panto. Overall, I'm not impressed.

I'd be surprised if they did their own ti frames; they're almost certainly badged something else. The DOs look like a budget Eastern Europe ti frame I saw once...I can't remember the manufacturer.
