I have not had a good enough experience with Cyclart to want to return.
That looks pretty benign to me. It was tactful, courteous, and not negative.
I don't see the word "bad" anywhere, and I don't see any "slamming," nebulously or not.

If you read of his experience with CycleArt, you may well find the definition of nightmare, and perhaps he could have put a link to the thread with his experience, but he hardly slammed the business.

Find the "negative" in his statement. If you feel shady about "I have not had a good enough experience.... to want to return" then the problem does not lie with the OP. The only thing unfair here is your characterization of the OP's statement. Since you're giving advice, here's some: read the post, then think about it a bit before you start misrepresenting someone else's words. Let his words speak for themselves; they don't need anyone else's help or interpretation. Most of us here can read.

People have good and bad experiences with all firms, be it Velocals, CycleArt, YellowJersey, Hooters, or Walt Disney world.... He asked for advice on frames and painters, it seemed, nothing else.
