I think, that though the language was not bikespeak, the OP did explain accurately. The fork is too narrow, and with one end in the dropout, the other has the cone or locknut lined up with the dropout. As he says the fork is too narrow, so the only real question is whether it's slight and needs some springing open, or if the fork was crushed in transit.
