That's not greedy riders, it's poor planning. The organizers should have enough supplies for all of the riders and also have contigency plans if things go wrong. I've been on organized rides in unseasonably hot weather when the organizers ran out of water. There's no excuse for that.
+1. Unless it was specified at the time of registration, etc saying there will be per person limit on food, etc..
