I think one of the factors is that having a bunch of bikes without saddles would look silly. First impressions are very important.
I would not say this is a huge factor, but could you imagine looking at a row of bikes with seatposts sticking out, but no saddles?
Pedals don't affect the look of the bike that much..but a saddle drastically does..
