I think this is basically true, NOS examples if you can predict well will be worth something. But what is the fun of buying a Cervelo R5ca and not using it?
Used ones that will continue to be used... it will be prudent to have them evaluated non destructively, thermal imaging is one way, and so can be x-raying. Probably other technologies will come forward.
Repairing carbon is possible, just reference the major ocean racing sailing yachts that get repaired when the engineering was cut too close or when they need to be modified to stay competitive.
As said, not cheap. Will the demand be there? I have no idea.
