I would think that even with a wrong address, partial tracking, and non delivery the tracking number should still appear in a search on the carrier's site.

Anyway, last year I considered once to buy a Brompton IHG upgrade from Kinetics but eventually did not because of the extra weight. He has some interesting mods and was responsive over few occasional emails. I would not worry about ordering from him in the future. Like every other merchant, if he will not deliver, I will get my money back from Visa as the OP did. And if there is a systematic problem (and I don't know if there is), they will eventually close his merchant account. The system works.
