This is inconsistent. It is true when the rim's brake surfaces are parallel, but many are not. So pay attention to being square to the rim even if not to the ground.

My favorite way to set stud mount shoes is first set the brakes so the lower arms are near vertical with the lever halfway closed, and use a piece of string to hold the lever there. Then I hold the shoe against the rim, and bring the hardware to the shoe, not the other way around. When finished the brake will engage with the lower arm vertical and the shoe square.
