As for the 40cm bars, I agree it's silly on a bike this large. I've owned vintage Gitane, Rossi, and Bianchi, all 59cm seat tubes, and all with 40cm bars. I guess that's how it was.

And again I'm impressed with the eyes of C&Vers -- from the pics I can't tell how large or small a bike is, unless there's something to indicate scale. The seat tube is around 63cm, the top tube 57. How do you know it's large? Only indicator I see is the garage door handle.
Wheels provide scale. Also, on most older bikes, the head tube length can help too.
