It may be true of a parking lot crit but in a 3 week tour there is a heck of a lot going on before the last 25km that is noteworthy.
Can you say crashes? How about riders working or struggling to hold on on the 2nd mountain of the day. That info might provide some context as to why a protected rider suddenly goes backwards on the final climb for some unknown reason...or...nevermind.
It's too complicated. I've read threads out here where people are talking about tactics in an hour crit. But in their defense, that's their context.
It's like talking about the nfl in the context of your company flag football league.
