My local Navy Exchange has a No Pack Policy. Feeling really froggy one day I asked that if loss prevention was the goal then how come ladies are allowed to bring their handbags in? The reply was backpacks can hold a lot of stuff. To this I asked so it's okay to only steal a few things? I was allowed to enter the store with my pack.
