Same hierarchy, but I don't actually think Shimano produces other track cranksets. I think its just DA. They don't feel the need to produces low end/middle cranksets in a market that is already flooded.

PS.
However, I still believe that Shimano is just selling their name. A decent and durable crankset can be made with state of the art precision with relative ease these days. It doesn't necessarily have to have the name Dura Ace or Shimano on it...That's for road bikes!
