One measurement can be worth 1,000 assumptions. I suspect there are actually 2 separate problems here:
The first is you don't know what length presta valve you need. Why not measure the one on the punctured tube that you removed.
The second is that the mail order people don't seem to be sending you the long stem valve that you asked for.
You probably are going to have to solve the first problem before you can address the second. You're more likely to get what you need if you order precisely what you want.
