Roof racks do suck for a number of reasons, sometimes they are hard to avoid, but there are other options. For an external rack I greatly prefer trailer hitch or hatchback mounted clip on racks. Get the bikes off the roof where they don't lower your mpgs and get blown off in high winds.
Why would you bag the frame? What about if you're on a tight budget and can't afford to buy a new frame/bike?

Oh no, it's not a roof rack. It's a hitch rack. There's a 'hook' that holds the top tube in place. Apparently, the mechanism that holds the hook onto the rack, is not strong enough to stay in place from bumps in the road - it vibrates the 'hook' that holds the top tube, to where it's so loose of a hold on the bike, it's worthless. I've noticed there was a slight problem, but it wasn't nearly as bad as what it was tonight. :-(
