I would say that it is probably OK to ride. I wrecked a steel frame bike back in the 70s. I hit a concrete parking stop and it bent the top tube and bottom tube where they go into the head tube. I took it to the bike shop I bought it from and they straightened it out some. I rode it for three or four more years but it never rode the same. It rode harsh. I still have it hanging up in my garage. I don't think the frame is going to fail on you but I would still get it looked at.

There are frame builders that can replace the top top and repaint the bike.
