An LBS should be able to replace the spokes. Unless some got pulled through the rim the rim should be fine. Ditto the hub, meaning it should be fine (except cosmetically). To send the wheel to HED seems a bit excessive.
This is not a wheel defect etc. It's because the dropout got bent when the bike fell over. No wheel company (or wheel builder or LBS) will warranty a wheel where something took out a bunch of spokes. It's kind of like going to the car dealer because the fender has a huge dent in it, one that wasn't there when you drove the car away.
It would be appropriate for HED to ask if you want to buy a new wheel or if you want the old wheel back the way it is (I'm guessing they won't repair it because of liability issues). They may offer a crash replacement price of some kind because that's basically what it is.
As long as the rim wasn't compromised a normal LBS should be able to rebuild the wheel.
