Very late 1970 or reasonably early 1971, the fork will help date the build of the fork.
The transfers are of the first type, but the seat stay treatment and M pierced bottom bracket came later.
1971 was a transitional year as this graphics set was phased out. Note the pump peg below the seat lug, a 1971 deal before the Silca frame fit pumps arrived.
It probably will clean up pretty well.
Paint at the seat lug appears the worst off.
You have a few original parts to source for it, but not too bad. I see rear brake shoes, brake levers and the front derailleur right off.
I would take the seat binder bolt out, and spread the seat lug ears a small amount and have your wife lift the seat post out without twisting back and forth.
