Yup. Sub 1 hour 40k TT is a cakewalk for pros. I'd actually bet that a top pro could do it on road bike with no aero gear while talking on a cell phone the whole time (but breathing pretty hard) and guiding his bike with one hand.
If you add all the aero goodies AND pick a nice fast flat course, which most 40k TTs for amateurs tend to be, a lot of guys go under 1hr. It's still a pretty good effort, though.
