Yes, on those the c clip is the 'spring'. It has to be able to move freely in the cleat in order for it to ramp over the lips of the pedal. If its binding , then your not getting into the pedal.

Check the screws holding the cleat to the shoe , make sure that the cleat adapter is 'exactly' the same shape as the bottom of the shoe and not contorting itself to it. Then make sure the cleat scews themselves are not cranked down hard enough to cause binding. That C Clip needs to be free to flex outward on both sides.
