Tikit folding rear rack has a "skate wheel" which seems to be performing much the same function. At a guess, it's probably paired with the front wheel (which, without this rack, you need to balance the bike's weight on when rolling it while folded).

Don't know why these racks have to cost so much. A lot of people consider $200 a budget for a bike!
