Jockey wheels are easily available and can be replaced. Springs which are not taken past their elastic limit (this doesn't happen in derailleurs unless the cage is wound up too far) typically do not go slack unless they are rusting away. Perhaps a good cleaning and lubrication will restore the derailleur to proper function.
