Thatīs a tad far fetched. In the Netherlands you wonīt be fined if you choose to ride on the road if that makes your ride safer (or faster). The only exemption is the highways at 100 km/h or more. Riding on the sidewalks however will get you a warning or fine if you are caught. And obey the rules of the road when you are on them
