If it happens at almost the same time, I do suggest calling the police about it. The type of response depends on the attitude of the officer assigned to the call, but it also depends on what you say to the call-taker. Articulate that this cyclist is putting your safety at risk by forcing you to dodge, possibly out into traffic. Make it clear that the salmon takes the centre of the bike lane and makes no effort to allow you to safely pass. Don't focus on "he's breaking the law so you have to stop him!" - the cops aren't there to enforce every single law in existence, they're there to maintain the safety of the public. Hit the right key phrases and chances are you will get a favourable response. At the very least, make a request for extra patrols in the area.
Also, use the non-emergency number and call before you leave - don't call 911 after the cyclist has already passed you.
