Put some wd40 in there... put the front wheel and grab a big ass tubing wrench. Call your strongest friend or your dad and try to make the stem thingy to turn, add a big ass pipe to have more torque too. The down side is that you will scratch the thing a tiny bit, the good news is that is that the stem will go over it and wont be noticeable.
