Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

I assume it's threadless and you didn't adjust the top cap bolt before tightening the stem's clamp bolts or your steerer is too long or spacers too few and don't leave a suitable gap below the upper edge of the stem or top spacer.
