Having been through your city once or twice, a mountain bike with some semi-slick tires would be perfect.You might want to just stick with some not too aggressive off road tires. Whatever you get, tires with very good puncture resistance would be smart. Lots of debris, nails, glass and such collect right where you will probably be riding. Of course considering how verticle it is there off road is I different matter.
