If the regular bicycle portion is sound or easily/cheaply revived don't be put off by holes in the cargo box. There isn't anything presented there that isn't a cheap and fairly easy welding job. It looks like it's all square tubing and flat sheet metal. I'd be most concerned with the rear axle arrangement and if it could be fixed should there be problems.
