I'm not sure about Canada but the USADAs policy does not require a TUE for a "Non National Level" athlete for many of the Asthma meds. But, if the meds come up in testing the athlete has to prove he has Asthma. If he can then it is not considered doping but he will have to obtain a TUE for future events.
This is true and a good thing.
When I get busted for NyQuil, I'm getting the doc to prescribe something to cover it.
Only pro's should have to worry about such small-scale things.
