Respacing the cassette, particularly the 3 cog riveted clusters, seems like a lot of work to me for what you're trying to accomplish.

My first shot would be to try installing a 9-speed cassette "as is" and see if that works.
If it doesn't, I'd look into the possibility of swapping freehub bodies.
