Seems an odd choice to me too. Does it cost that much in factory production to add a set of bosses? I usually set up my bikes up with two cages. That lets me use the 2nd one for one of those plastic bullet small cases for my keys, phone and stuff, or for a second water bottle for the 7 year old on the trailer bike.

The bullet case wouldn't mind riding under the tube, but the second bottle would sure get gritty.
