I've never had to do it in stages like that... anyway, with a bit of luck you'll find they behave better in future; with time and pressure the rubber on the bead will change shape to become a more exact fit.

This is why you can wreck a tyre by leaving it improperly seated; sometimes they'll just refuse to ever seat properly again if you leave it too long.
