+1 For a keeper. Paint looks good. From what I can see, I would not call it rough. (I have seen plenty of rough UO8s), Bike is 40 years old. French bikes have their unique idiosyncrasies.

+1 Assume that plastic FD is not long for this world. If you are resourceful, replacements that are upgrades, are available at a low cost.

Please don't confuse ebay "asking" prices with "selling" prices. Many sellers never get their ask price. some are far from it. Value is determined once an item actually SELLS. Its easy enough to check SOLD prices.
