Why? I have never had a problem of a blowout using this technique, used on hundreds of bikes. If the bead is below the hook, the bead will set in the hook. there will be no blow out. If you have the tube outside of the tire, you will get a blow out, but that should always be checked before filling any tire. tires can handle much more pressure than the "recommended" air pressure.
