I dunno... The listing does say Condition: New: A brand-new, unused, unopened, undamaged item in its original packaging (where packaging is applicable). Packaging should be the same as what is found in a retail store, unless the item is handmade or was packaged by the manufacturer in non-retail packaging, such as an unprinted box or plastic bag. See the seller's listing for full details.

Sounds like NOS to me. I also think it probably has bar end shifters based on ther cable lengths, but stem shifters were a factory option on the '73 P13-9.

Bottom bar shifting levers are standard. Campagnolo finger-tip handlebar control shifters are available as are Schwinn-Appoved ratchet-type handlebar shifters as optional extras. Schwinn Twin-Stick controls are available at no charge.
