Odd little handlebars.

Hi,
I need help identifying an odd set of drop bars I just picked up. They're smaller than any road bars that I've ever seen, I'd say about two and a half inches narrower than most. I know bars come in different sizes but this still is the smallest I've ever seen. The markings on them read "WS" above a logo on one side of the stem and "Le Mans" above the word "CHAMPION" on the other. The bars are mounted on a Sunshine Stem that I really like but I can't seem to remove. Where the bars first bend before the drop the tube is oval on both sides and I can't get the stem past. I don't want to destroy the bars but may end up having to. I just need to know if the bars have any value and I should just let the stem and bars be one or if it's just some cheap bars that nobody will miss.

Also as I'm new here I'm unsure if this was the correct place to post this question. Please let me know.
