It isn't a head badge. It is on the stem, which appears to be a track stem and is worth quite a bit. The bike looks Italian, early- mid 70s. Cranks are 1973. Somebody here must know what seat post that is (3TTT?). More photos, especially close ups of the seat lug, bottom bracket and drop-outs would be helpful.
