Got new and got a new kind as well and no change. I did three days of RAGBRAI this year and the first day I got the blotches. They did not get any worse the next two days and in fact had faded quite a bit by the end of the third. I did use Chamois Buttr the first day and then stopped the next two to see if it might be that so maybe it was a sun driven reaction to the Buttr. I don't put it on my legs of course but I could not be sure where I might have rubbed my hands when I was done greasing up. On the other hand it has been unusually hot here this year and the first day of our RAGBRAI ride was the hottest of the three. So it could be heat rash, I suppose though like you I did not find the other symptoms reported with that. Just a painless, itchless blotchyness. For now I will be more careful with the Buttr to see if that eliminates it (maybe time to toss/replace that too I suppose). If it were heat rash then why only the tops of my thighs and why not every ride. It has been beastly hot all summer but I only use the Buttr on long rides so that is why I suspect the Buttr. I'm curious, do you happen to use that product too?

I did not use Chamois Buttr except on the last day, 4 days after the onset of the rash -- so, I know it is not connected.
I wondered the same as you: If heat rash, then why only the area between the top of my knees and the hem of my shorts, and a small spot on the back of my leg above one ankle? Why not the entire body???
