what you should do to beat the system is when you pick up the item and it all checks out, tell the seller to send you a cancel request because the item was lost or damaged. That way you don't have to pay that fee and the seller gets his auction fees back.
i've done this on a few occasions cause a seller pitched this idea to me for local pick ups. Just don't abuse it too much or they'll catch on.
