You incorrectly assume that recovery rides are recommended after every hard effort. Generally, a recovery ride might be scheduled once and at most twice in a week depending on training load.
During a stage race riders are seldom going 'all out'. On flat stages for example, climbers are sitting in for most of the day. If you look at their power files they aren't far off from a recovery pace average.
Overall a weak trolling effort.
