Glow-in-the-dark items do really need fairly dark conditions to be noticeable. I know it's not what's directly wanted, but why not use retro-reflective film in stead? There's at least one thread on here about it. Sheets of it can be found online for not too incredibly much, and it's quite dramatic even in dusk or dawn light, when a car's headlights reflect back to the driver.
Yep, glow in the dark doesn't work that well, if it's not pitch black. You can find the retro-reflective film in many HW stores too. Just get the thick stiff film stuff, not paper-thin vinyl. Or add some hard reflectors if it doesn't cramp your style.
