I am pretty sure that funding in the state of GA has ceased. The last big allotment was used to finish and work out some kinks for the Silver Comet, which serves the Northside of Atlanta and goes nowhere valuable in a "commercial/work" traffic kind of way.
I don't see any feasible way the East Coast Greenway can enter Georgia. US 17 into Savannah over the Talmedge Bridge dumps you onto I-16 or into a very crime-ridden and dangerous part of Savannah. The next crossing, the Hollihan Bridge, is a steel decked swing span and dumps you into an industrial area. Go inland to the next crossing is I-95. Head west upstream to US 301, nice safe country road, but far from coastal.
