Raleigh Twenty or a BMX will fill the bill nicely. I used to laugh at my buddy for riding his BMX in the winter but he did a lot better than I did on my full sized MTB, he could get a foot down a lot quicker and maintain stability.

It is cool to watch a skilled BMXer dance his llittle bike through an ice storm.
I have a Haro mountain bike that has a very compact frame and some of the feel of a BMX. I love riding it on slick surfaces.
