Car horns shouldn't be used as "Get outa the way I'm in a hurry", But I thought they were really to let people who may not see you, know you are there. Like someone backing up in a parking lot. Someone changing lanes. Biker ahead that may not know you are passing.

There is only one car that has ever startled me by how quiet it was... It was a Prius on a low speed brand new street. The Prius was obviously running on battery power, and the street was so new there was no leaves or gravel on it to go "crunch," and they were driving so slow as to not make the hissing sound from the tires.
Every other car makes plenty of noise and can be detected long before the driver thinks about it.
Motorists don't think about this as they are so detached from the actual environment in which they operate.
