Hi, I'm actually considering the same bike (Allez elite). I was at my lbs the other day and they had a catalog for the 2013 models. The girl made me a print out, I don't have it in front of me right this minute, but I'll tell you what I remember.
The 2013 Allez Elite does have the carbon fork (only the base Allez switched to aluminum fork). I was quoted $1100 for the bike which is reduced from 2012. I remember for sure that on the 2012 the front and rear brakes were Tiagra and for 2013 they are not. I think the wheels may be different as well so this could be another place where they are saving money compared to the 2012 model. If I think of it later, I can look at the spec sheet again to verify.
