If he's docile enough to hang out in a moving basket and not want to jump out, go for it. He'll either be scared or love it.
I think most people fall off their bikes more than they get hit by cars. Silly idea, IMHO. I think it's stupid that people let their dogs stick their heads out windows too. Just me, maybe.
