It's totally possible. I lived four years in Fairbanks, Alaska, one of the coldest inhabited places in winter, and I knew two people there who commuted year round by bicycle. They would switch to a different grease in the winter, run studded tyres, and had some sort of Hippo Hands-type things on the handlebars, and of course cover all their skin.
