To begin with what you probably have are machine built wheels....

These are typically unfinished wheels.

They need:

1. Stress relieving.
2. Truing
3. Tensioning
4. Dishing
5. More stress relieving.
6. Hub adjustment.
7. Another hub adjustment check after a few miles of use.

You really should budget about $16.00 per wheel for an LBS to spend about 20 minutes each to finish for you.

Pay for a tune-up - they will likely fix your chain problem AND finish and install your wheels for you all at once.
