Aztec style head lugs and very French curve on the forks = most likely a 70's Peugeot UO8 with a rather garish, thinnish green re-paint.....
Not worth much in the collector market but does ride very nice as most Peugeots do. It's a better deal if you can get these lower model bikes as complete road ready bikes as harvesting old components to fit the frame with French threading and smaller diameter seatpost is not going to be that easy. Unless you are really looking for a French low end C&V project, I'd pass on this one.
